Why does molten steel flow out of the ladle?

Certain mixture added to a smelt, this is done when you previously had a thick ish slag. When you're filling up your pan, the mixture reacts and kind of "foams". If than it is lifted up, it starts to overflow. This isnt molten steel, this is pure that mixture with slag.
