The ball is actually placed on the 30 yard line if it goes in the end zone. If it comes up short of the landing zone it goes to the 40. If it lands in the landing zone then goes in the end zone it will be on the 20.

If you want to eliminate all those touchbacks than move the kicker back 10 more yards, if you want to make it safer than do what they do in the CFL give the receiving person a 5 yard barrier to catch the ball before being tackled
