If your vehical was on private property when that cop rolled up and he did not see you behind the wheel of operating it, he can't come on private property and give you a ticket.

Noticed the vehicle in a admittedly in a private parking lot, and drove around waiting for him to get on the street, then followed him for several turns, finally 'stopping' him at his destination to give him a BS ticket.
