Klee discusses a deductive approach to the Code Theoretic Axiom and focuses on a central tenet of the emergence theory model called the Principle of Efficient Language (PEL) in this series of lectures Part 2. Why is PEL important to understand? Because if nature is code theoretic, she would use the most efficient code possible or a member of the set of maximally efficient codes for simulating the physical reality that we know through physics.

I doubt anyone will ever read this, but I've got to say that I really admire Klee's ability to take (or perhaps dedication to taking) the time to clearly define his apriori suppositions without making the people he's talking to feel like their input is invalid... even when it is invalid for reasons he just hasn't gotten to yet. He really makes an effort to step out of his own way and field every concern, with deference and respect, without letting his frustration over the difficulty of just getting to the starting line of what he's actually trying to talk about shine through his demeanor. I've found that to be extremely difficult to do, and I'll admit freely that I've learned alot about how to go about it through watching him. I don't feel qualified yet to speak to the validity of PEL yet, but I can tell from the amount of effort he puts into trying to explain it that he must have put an enormous amount of energy and effort into the venture. Very interesting so far. Kudos.

E8 is the reason for the limit on the speed of light. E9, E10 ...etc doesnt make the system more efficient. E8 is the fastest way information can travel. Got it!

There is an alternative view that the wave particle duality of light and matter in the form of electrons is forming an interactive process or what I like to call a blank canvas that we can intact with forming the possible into the actual. The future is an emergent property unfolding photon by photon and only exists as a probability wave function and the past has gone forever within a process of continuous energy exchange that forms the ever changing world of our everyday life.

I don't think Fang's question on the necessity of syntactical freedom was properly answered (or posed, to be honest). For clarification, Klee describes Wolfram's experiment of the cellular automata running their deterministic algorithm and generating some intriguing emergent patterns. Then, after adding a hinge variable, the cellular automata are run again--now containing an element of syntactical freedom--and both Klee and Wolfram see the same intriguing patterns emerge. Therefore, I think the proper question is, what is the specific benefit of the addition of this element of syntactical freedom when both experiments produce the same result? The answer to this question would then extrapolate to the deterministic/randomness argument because if both cases produce the same emergent patterns then how can you say one is superior to the other? I think that question still needs to be answered, at least in reference to the cellular automata example.

For me my next most important book to the bible is "Stephen Wolfram's a New Kind of Science" love that book. Now I think the definition of a code is a symbolic arrangement intended to communicate data from a communicator to an interpreter, in my opinion, this by it's nature must have syntactical freedom, to be configured and transmitted, and if not, it is not code.
