Never watched the show but people seem to think he is a pervert for being 60 but in love with a child. His wish was to stay 10 forever so he did both mentally and physically. He is both in mind and body only 10 so would that not make him 10 still. He never matured in any way. Also the wish was that he would also keep his fairies so that why no one ever noticed because the wish made it so that they were unable to notice because if they did he would lose his fairies. In a way that wish was far more complex than he could and probably can imagine as it did not stop or effect time but instead affected common logic and everyone's minds
