Idk about Russia and China, but Kansas City would definitely be a target. It is a major commercial transit hub and is not too far away from some military bases. It has a fairly large population and is in size probably between 40 and 60 square miles.

Is very simple: most nuclear arsenal of EEUU is toward Russian and Chinese military targets, industrial complexes and capitals like Moscú or Beijing, Russian and Chinese, on the contrary, have no military in their first blow but great Northamerican Conurbations in both coasts because most of NA population is urbane..in other words, the security of Russia is garantized by many dozen of millions of northamerican civil "hostages" whose dead is almost sure in case of nuclear war.
