You forget about the doomsday planes.
They have UHF, VHF radio antenna specifically to take over for NORAD and Naval command if needed.
They can order a launch directly from that plane.

Do you have any resources to back any of this up? What you fail to address is that any airfield with a length of 10000 feet or more is a target. These are backup airfields for our B52 fleet

Even for a government they don't have resources that would enable them to prepare for one. To feed and have fresh water for how many people for how many year's after will be generations. Chernobyl still isn't safe for people to live and that was less then 50 years. No government could have made something to house a city for that long.

There are many countries apart of NATO that have built in the off chance of a nuclear launch that have a chance of destroying at least some, if not majority or all, because they possess anti missile batteries. The Iron dome in Israel is probably a good example of anti missile control that NATO and allies could potentially possess for intercepting ballistic missiles. The iron dome is designed for slower moving rockets and aircraft, but doesnt mean there isnt a ballistic missile umbrella system in place for the slim chance of nuclear attack. Patriot missiles do have some success rates in shooting down missiles and were designed for interception. Doesnt mean other allies havent designed their own missile defense as well
