New law states that they can’t hold onto the property. In the courts opinion it was deemed an unreasonable seizure.

That department needs a 20 million dollar judgement against it for their corruption. Anything less is giving them blanket permission to continue their corruption going forward. These departments will NEVER change unless the penalties levied against them are extreme enough that they are forced to make changes.
