Baptism in the Spirit is when we have a change of heart and mind and we have a desire to live like Jesus teaches and we are convicted of sins. The true sign of the Holy Spirit is a changed life and the love of God poured out into our hearts. It has nothing to do with supernatural abilities.

That's why the Lord emphasized the baptism of the Holy Spirit it is how the Holy Spirit is recieved by the believer.
This happens after belief, repentance, and water baptism. That is why, at Saul/ Pauls' conversion that Ananias told him to " Arise and be baptized and wash away you sins calling on the name of the Lord"( Acts 22:16).
What was Paul to call on the name of the Lord for ? The baptism of the Holy Spirit. This baptism is to recieve the Holy Spirit which gives us power.
