Can you set the micro adjustment the ones with 0 - 8 reading in between lets say if the torque settings says 10.5 so can you set it between the 0 and 1?

For the cars when buying torque wrench what to look for lowest to highest?? 40 to 210 nm or ??

And ALWAYS apply pressure at the very end at handle, NOT in front of handle.
