Attempted Insurance Scam Caught on Dash Cam

Driving home on I 95 tonight, this car slams on their brakes. Then stops for no reason. After a good two minutes of us just sitting there (I cut this out of the video) doing nothing, I called 911, because I didn't know what the driver intentions were. As 911 picks up, the driver proceeds to back up and almost hits me. This is the part I love . . . take note that the camera wasn't picking up his license plate, until he backs up, so now I have his plate number in case I need it, thanks driver!
