You said that insurance companies should sponsor dash cams. But insurance companies don't care so much. The whole process of filing a claim (at least in the U.S.) is so bizarre. The cops might not arrive, they might not write tickets, the insurance companies make their own determinations, and it just kind of gets resolved somehow. Certainly there's no clear sense of justice or right vs. wrong.

a) insurance scams;

Even with dashcams, most of these will still end up harming the victims of scam.
You think police is going to catch a guy who slapped hard your bonnet? Or you will end up running after your own insurance company to clear your name. None of these scammers will get punished - it is secondary that they may not get paid.

By layers screwing system these stupid laws exist. If person is conducting ilegal activity and causes injury to others then they shoul be liable, otherwise scamers need to pay the victim of their actions.
