Every road culvert has riffles in it for added strength. Each riffle can hold up to one cup of water of which there is maybe 60 riffles per culvert. Prime breeding ground for mosquitoes !!! Now add up the culverts though the countryside Thousands ! The manufactures could simple put tiny holes ever three inches in the lower area of the culvers to prevent water from pooling.
