Take a foam lapel mic cover. Cut a slit in the top so you can slide it over the whistle. Use it to cover the fipple. Entirely cover the fipple to block all sound. Partially block fipple to dampen sound.

I find covering just a bit more than the fipple edge (if that makes sense) will play like a normal whistle, including octave jumps, but the sound is significantly reduced. My free decible app says it's cutting 15-20 decibels off.

Works just like tape, but even easier to adjust and remove without any sticky residue, and it can just live on your whistle to be pulled up when you need it.

For whistles with that kind of head, I suggest the trick of the piece of insulating tape... kind of a cheap and reversible solution
