Google Map app must've changed its GUI in a later version than the author used here. There is no 3-bar hamburger menu icon anymore. Now you tap on your profile icon (right end of search bar). At the "As you can see it works offline" (timemark 2:23), doesn't mention HOW to use the offline map. Offline maps are not automatically selected when you lose all cellular data or wifi connectivity. You go into the menu to Offline Maps, and manually select the offline map you want to use.
