It is also the laugh of Mario's voice actor

Fun fact: on the 50% speed, you can hear Mario's laugh. It's because Charles Martinet (voice of Mario) did the laugh. I heard somewhere that Charles used to voice Bowser instead of Mario but later changed (Mario's voice was different in the early builds)

The Thwomp sound is actually an unused Mario grunting sound just pitch shifted.

Did you know that Donkey Kong Country, Donkey Kong’s voice & Diddy Kong’s voice shared the same audio clip just pitched shifted?

On some rare occasions, you can actually hear the 50% slowed down laugh in Big Boo's Haunt.

Original: boo
50%: Mario
25%: probably a goomba’s impersonation of bowser
15%: Bowser

Gotta love learning how old game devs found ways to reuse things while making everything sound different

The song reminds me of that one guy smiling menacingly while a guy breaks down in tears while saying "YOU BURNT MY HOUSE TO THE GROUND"

In 50% speed sounds like the laugh of majora

Yes! This sound effect comes from an sound effect CD called Sound Ideas and is named "HUMAN, LAUGH - COMICAL LAUGH: MALE, " and can actually be heard at its original speed when the in-game sound is played at 50% speed.
Coincidentally, this laugh is that of Charles Martinet, who voiced Mario until very recently when he retired before the release of Wonder.

that second one sounds like Skull Kid from Majora's Mask in a way
