Honestly, the trap that is the menu is something that all the people it kills had to walk into, they weren't lured or anything, Margo was the only one who didn't walk into it, she was brought into it, and has a personality that completely disagrees with everything about the Menu, she wasn't someone that Slowik would want to kill.

I picked up on this while he was describing the dish to them. He went on and on about how bread was available to everyone, even the lowest of the low... then he goes on to deny them bread. It wasn't even just that he purposely withheld bread from the start, he actively refuses to give bread to the men begging for it.
