I get the same issue with Office programs. If I try to run excel (or any other component) from and admin cmd I get the same error. The problem actually is related to parsing the credentials or something like that. If I run things in non-admin, everything works. From admin-elevated, they don't. I was unable to find a permanent fix so far. I assume admin account either does not pass proper credentials or does not have proper access to needed locations.
