I think what their referring to is Proxima Centauri B, an exoplanet in the habitable zone of it’s star. I think when people saw the image of Proxima Centauri B, they thought there was lights on it from a small bright spot on it. I’m pretty sure it might’ve been a distortion. I’m not sure. Anyway, life probably can’t even survive on Proxima Centauri B because of the radiation emitted from it’s host star, also, the atmosphere’s slightly toxic with carbon monoxide even though it has oxygen in it.

There is actually a tiny, tiny, tiny, tiny, tiny chance that the JWST can detect skyscraper-like objects on a planet at a certain distance. But it's so small a chance that it's unrealistic.
