He was probably laughing at your reaction or being nervous. I've explained to students that it's perfectly OK to giggle when uncomfortable. Other people get angry or sad, but feeling uncomfortable comes out in different ways.

I explained this in a community meeting and was immediately validated by the school counselor - shouldn't shame kids for being human.
