If you're coding with C, you'll want these:
sudo apt install gcc --fix-missing
apt-get update
sudo apt-get install libc6-dev

If you're learning how to program, you may have heard Linux is the best platform for it, but maybe you're a long time Windows user and not willing to switch. Thankfully Microsoft has Windows Subsystem for Linux, and it's very easy to install. Using wsl --install will enable the necessary features and download Ubuntu, the most common distribution of Linux, so you can get started quickly. I'll have the commands for you in the description below. If for some reason you see an error claiming WSL 2 requires an update, simply use the command wsl --update.

When launching for the first time you'll be prompted to create a username and password. You'll see your username as a directory whenever you launch, so maybe avoid using your edgy xbox live username. Your password never shows when you type it, so don't worry, your keyboard is working. Finally the installation will finish, and you'll see your username, the name of your device, and the tilde that indicates you're in the root directory for the user you created. Welcome to Linux!
