Basically, energy is liberated from within things by transmitting signals into them. Low energy waves vibrate mere particles to release energy and create information. Whereas high energy waves vibrate entire molecules to release energy as heat. Think of a cell phone vs microwave oven. Transmitting a lower amplitude wave means that the peak of the wave doesn't penetrate as deep into the molecule as a higher power wave. It has less ionizing energy to penetrate the valence shell. Higher frequency also increases the amount of ionizing energy over time.
