I've been on contingency bases. They are basically a parking lot off of a road or something like an air strip. You fly in, unload a tent, hangout for a week or month, and leave. Nobody stays full time. Bases are permanent.

Good video but it missed a couple of points: first, a major purpose of military bases in certain countries (namely Germany and South Korea) are as "tripwires" that would automatically pull the US into a war should that ally be invaded. It's a way of reassuring the ally that the US leadership won't get cold feet should the worst happen.


Second, a major factor in why overseas bases are so unpopular in some contries (namely Japan and SK) is that the US personnel based there are not subject to local law enforcement, which stokes local anger when those servicemen sometimes commit serious crimes and are effectively above the law.
