Of course Elon does not physically build the vehicles at SpaceX. Of course he does not 100% fund the activities.

SpaceX is a government contractor. But SpaceX competited with Boeing, Lockeed Martin, ULA, Blue Origin, Sierra Space, and a number of other companies for these contracts.

Elon deserves credit for running SpaceX differently and succeeding where other companies failed. Boeing received 4.2B to do the same job SpaceX received 2.6B to complete. SpaceX launches their 14th crewed mission in less than 24 hrs.

The biggest difference is SpaceX starts building there next technology before their next contract. Traditional government contractors don't pick up a pen until they have been paid. Also, SpaceX wasn't bailed out in 2008. They won a 900M contract to supply the ISS. Yes they needed the contract to survive, but they also had to supply a service.

Elon Musk is the Engineer in Chief for SpaceX. Musk's design philosophy makes SpaceX possible. SpaceX has the most advanced rocket engines with the fewest parts and greatest reliability. The most advanced metal printing on the planet is another SpaceX first. The rocket nozzles are ....printed and elfin in mass comparatively to other now antique rocket power plants. This is not NASA or government inspired. Credit due to Musk and his choices to use NASA and government funds as necessary.
