This actually worked, I swear it does. I made sure to wait a bit and at first it was 0 but then after a few seconds it started downloading and it hasn't dropped at all!

Guy's I fixed it by unticking a thing called "Throttle downloads while streaming" I got 20mb by doing that and it did not have any problems after that.

This is work :
Open steam > Click Help > Steam support > Dota 2 > then click " im having trouble with item " > click " Report a Bug ". Then your dota2 will start to update 😉
This work because i try several tip from youtuber but nothing work. Untill i figure this up by myself actually 🤥 and it work till today. Please share it to other with same issues, so they won't waste time on youtube intead of play your game 💪. Thank you !

If you have issues with that problem is very very easy solution
Just leave it downloading it will start about 2-5 mins

restarted steam, cleared my cache, stopped diagtrack, changed servers
ive done everything in the book and it still drops to 0

Worked it was great disk usage in task manager dropped from 50% which is actually 100% because I have 2 drives in steam went from 0bytes to 5 then slowly went down and back up. Before I would constantly get disk write error so thank you!

The server location change helped me, I'm on an EU server but changing to US New York made my download speed return

IT WORKED! It's not steady for me and my download speed went down from around 50-60 MB/s to like 200 KG/s xD

while I was typing this it went down to 0 and stayed there, but I think you helped me get on the right track so thanks buddy! :)

Update: Now it's downloading but it keeps jumping between 10 MB/s to 0

I agree with everything except the last part:
I live in Florida. I probably have a crappy wifi but even I can tell the big difference.
My DL was coming from Georgia Atlanta and it was usually 1mb-2.5mb per seconds.
And I've tested almost all of the DL regions.
And so far Central America and Saudi Arabia Stand Out: Speed went up to 5-7mb+ per second. Pakistan also decent: hovering around 5 mb, and some place in Australia lol.
Oh, and contrary to popular belief: I tested South Korea and their DL speed was about the same as Georgia Atlanta. 1-2mb per second
