Locking out on an exercise is not bad. You just have to do it in a controlled way. It makes your joints and ligaments healthy and strong. Time under tension jyada hi rahega agar tum slowly neeche jaoge to. 1 second ke lie tension hatne se koi dikkat nai hoti.

Overhead press anyway don't generate much results. Better to do them at the end of the workout.

Overhead press mainly train your frint delts, which are already overtrained in most people, they get lot of stimulation during chest workout and just 1 isolation exercise for front delt on shoulder day is enough.

You want a nice, round, 3d shoulder, . focus on side delts.
When you are fresh in thr gym, you have most amount of energy, and no fatigue at all, instead of wasting the energy and fatigue on overhead press, start with rear delt exercises. Rear delts are the one which gives your shoulder width and they are one of the most undertrained muscle. Most people just do 1 side delt exercise late in the workout when you have low energy and high fatigue.

I genuinely don't feel like doing a dumbbell press on my push days as i do two incline bench exercises, though i do front raises for a bit more stimulus for the front deltoids
