You are only in a deficit if you are burning more calories than you are consuming.
There are many ways to lose weight. However if you are in a deficit and not losing weight.. Here are some common factors they may be hindering your success...

If you are in a deficit and not losing weight, your metabolism is too slow meaning you most likely have been in a deficit for far too long and vou actually need to reverse diet and gain some muscle.
That was my mistake. I went years of almost doubling if not quadrupling what I was burning to what I was consuming so instead of losing weight, I gained wight because I slowed my metabolism down. So try actually reverse dieting first.
2. You are not eating the right amount of calories to create your deficit. Try tracking to get an accurate amount and you will be shocked at how much protein you most likely are missing out on!
3. You are most likely dehydrated, not sleeping enough, and your stress levels are high. These can have a huge impact on whether or not your deficit is successful!
You do not need to over complicate things though and let me tell you …
I simplify things to make it seamless because life is complicated enough. Repair and build up your metabolism, lift heavy, track your deficit and fall in love with the process along the way.
