You should put the horizontal rafters in first, and then the vertical rafters. In this way you don't need to add temporary vertical rafters while the glue sets. Additionally the horizontal rafter supported by the verticals will also hold up any weight that may be present above the window area.

Make sure to use primer on any wood before final coats of chosen color otherwise paint will discolor. The transition between the wood and wall could have use backing and some fiberglass tape to avoid cracking. But overall this is exactly what I plan to do for sound control in my home office area.
