But Thrawn had his own agenda. He had never truly been exiled, and his infiltration of the Empire allowed him to send intelligence and allies into Chiss space, strengthening his race against the threats of the Unknown Regions and the Empire itself. Palpatine brought Thrawn into his inner circle due to his obsession with the Unknown Regions and the power he sensed there. The Emperor called it a signal in the Force, but no one else could hear it—not even his apprentice, Darth Vader. It’s believed that Thrawn’s knowledge led Palpatine to the Sith planet Exegol. But Thrawn's defeat at the hands of Jedi Padawan Ezra Bridger forced Palpatine to change his plans and send Vader to destroy the Rebel Alliance instead of tracking down the son of Anakin Skywalker.

Sidious wasn't xenophobic. He just used it as a smokescreen to hide the Empire's corruption and incompetence.

Palpatine wasn't really xenophobic since he saw ALL beings as inferior to him.

Sidious wasn't xenophobic, he was manipulative, every race had a different Psychology and by making one race make up the empire upper ranks it guaranteed he always be able to be two step ahead of any would be usurpers and stay in control, thrawn rising up the ranks because of his use to the emperor is a perfect example of that

Sidious wasn’t xenophobic, he just used the xenophobia that had already existed, stoked it, and used it to build his empire. However, his master was a Mun, his closest advisor was an alien, his first apprentice was a zabrak, and his clone war manipulations were chiefly with aliens.

Thrawn wasnt really exiled. He wanted to join the empire to protect the chiss from greater danger, because he thaught the empire is capible of defending that. He told the story at the beginning to start gaining trust and join the empire with a reason. Its told in the first new book, he even send eli vento to the chiss. In the third book he even worked with an chiss admiral against an enemy which made some people suspect about his loyalty. Even the emperor wanted to talk about it after the conflict on lothal but as we now he went away with ezra.

george has stated there is no prejudice among races and species, only against droids, and i prefer it that way as well

Sorry to break it to you man, he isnt xenophobic. He is a being who uses anything and anyone to achieve his goals. He does not care what the race, gender or anthing that anyone is. Read the comic Boba Fett man on a mission and you will see.

Sidious wasn’t xenophobic, Sate Pestage was. He pretty much ran the empire for palpatine and instituted high human policies, Sidious turned a blind eye due to his loyalty as an underling.

Palpatine wasn’t xenophobic lol.

He 100% hated everyone who wasn’t himself.

Also in all really, for as much as everyone claims otherwise, I don’t even know if the empire itself would constitute “being xenophobic.”

They were more like hyper elites classist.

Their policies were oriented to better the inner core worlds at the expense of the outter rim predominantly.

It just so happened that humans mostly populated the inner galactic core.

Also, there are literally countless examples of “xenophobia” in Star Wars, even from the good guys, basically everyone in Star Wars was bigoted or disrespectful against some species out there.
