Blender I can't rotate objects - locations locked

Tip. Say what keys you pressed to bring up that menu. Cuz i had to go to another video to find out what that even was.

Thank you for this short and useful vid, this happened randomly to my scene today. Very frustrating that they also don't have the 'only locations' option visible in the default 'transform pivot point' dropdown menu at the top of the viewport either

Silly error if you don't know the solution, I cannot rotate anything but after this video it helped me so much. Thanks for the help!

Thank you! Couple of questions:
- Is this really a hidden option that one has no chance of noticing on, unless familiar with keyboard shortcuts?
- What is the purpose of it anyway?

thanks, i was pulling my hair out. movin gup from an older blender and pressed "." to focus and must have not noticed.
Im not a fan of pie menus for now. they just seem to slow me down
