Do you have to let off the throttle after the blip or can you maintain that throttle level after you let the clutch out?

You can rev match with out matching the speed of next gear what i mean if iam in 4th gear speed i can down shift to 3 rd gear without bringing the speed to the 3rd gear

My question is you downshift on a motorcycle by bringing the speed down by applying the breaks and relase the throttle and then you will downshift
Where as by using revmatching we need not to bring the speed to next gear we can blip the throttle and then down shift
This is why revmatching is used??
