it would be cool if he tries to dodge it and then notices it still coming at him and his sprite moves downwards, and hes just breathing heavy holding his chest and then looks towards the camera and says "not cool man, not cool" and the fight continues like normal

This is most likely because of:
Since the blaster attacks many times at once, dealing 1 damage multiple times means that the “1 damage” counts as 1 turn since all the numbers are separate. Since there are a million turns at once, it exerts Sans’s dodge count, and he dies.
