He's also one of only three known entities capable of straight up crashing the game. (If you try to name yourself "Gaster" in Undertale or Deltarune then the game crashes and restarts itself). The only other two who could ever do that were Photoshop Flowey and Chara from a no mercy route.

It's all in the way that's he's portrayed in game. The way the other NPCs speak of him give this sense of Gaster being someone you don't want to be on the wrong side of. "Beware the man who speaks in hands" says it all

i feel like Gaster’s strength, similarly to sans, comes from his awareness, except with Gaster it’s on a far higher level since he exists on the outer boundaries of the game world, only really present in Fun Value events or the outer layers of Deltarune present outside the main world the game takes place in
