I think the more popular sprite is used because the gaster follower you showed is holding "a piece of gaster" which happens to have almost the exact same face as the thing in the room

My best guess is, he is all of them in Undertale. Like he is literally in peaces. However, he might look more whole in deltarune (like a combination of all the suspects). Given how possibly Gaster follower 3 and Goner kid look different yet simmilar in deltarune (A monster resembling Gf3 is not stuck in the ground and the "Monster kid" in deltarune has spikes facing the same way as Goner kid does [again, we don't know if they are really Gf3 and Goner kid, but it's fun to theorize ).

maybe mystery man is like a fragment of his true sprite? i was able to turn redacted into what looked like a tuxedo by making it symmetrical, and mysteryman's torso looks like a melting face upside down
