Textured side or ribbed side is your neutral(white or grey) and your smooth side is your hot (black or red)

Thank you! You gave my simple question a simple answer. I'm replacing the 3-prong plug on a toaster oven that has 3 wires, but only the ground wire has a green covering over it. There are no coverings on the other two wires. So, which is black and which white? Your explanation cut to the quick. The white has raised groves along its side and the black is smooth.
