Don't get offended by the video
If I'm thinking correct ,You are trying to create visual basic windows application but there so many options (.Net , .Net Framework) which looks similar to first time user ,may be you have to select (.Net Framework ) but bu mistaken you have selected (.Net) may be there you made mistake
and if haven't mistaken there then sorry to say but it's not possible to enable that Data Source panel with (.Net) .

I'm Sharing this video because I was also stuck there ,I've searched lot of
videos and articles but I was unable to rectify my mistake

So regarding this I've made this informatic video that may be it is possible that we are trying to do anything else but something else is happening

I was having the same problem.
I didn't scroll down when creating the project to see that there were other choices.
There were fewer choices in Visual Studio 2010.

I even went to Visual Studio Installer and checked some boxes in Individual components ---> Cloud, database, and server section.
But that did not work.
