I think it's worth a point that you may have an average boss in a highly competitive or fear based workplace, where they do these behaviours because the environment makes them feel insecure.

This sums up an ex boss, more so on number 2 - Inconsistent. Say for example If I informed him of difficulties he would say " use your initiative but on another time when I do use my initiative he would say " ..why didn't you tell me?"

I work in a toxic environment. Everyone of the senior colleagues suffers from 1 or all of these traits. The micromanagement tactic is exactly like you said, share the tasks and none of the authority, even if you are closest to the project they find a way to go over your head, and forget about mentoring, I get it elswhere. Our field has a cannon of ethics and it is give credit to people who put time and effort in the project. I guess it happens so often that we have be reminded of ethical conducts. What happens is that it trickles down to the younger employees and they find irascible way to fight up the food chain. this I witness happens all the time.
