The foam strip deteriorates within 20 years and not intended to last. So water runs under the little plastic wall. It should be a 3 inch tall metal curb around the air intake. Thank you. I'll try this.

I can not take off the wiper arms after taking off the nuts. I have sprayed wd40 and let sit. I have tried pulling and prying and tapping .

I have an 06 Tahoe and it leaks on both sides. You think it’s the same on the driver side? It drips right on my foot and through the fuse panel

You cut that panel to get access? How you going to keep that from leaking now

Is it possible that the drain is simply clogged? I have this is exact issue and I noticed that after a rain and after emptying my weathertech mat (catches it) that getting in the car and driving dumped another puddle so the water must be accumulating. I assume if this is a drain it should run downhill and empty under normal circumstances. Thanks for any advice.

Wonder if flex seal would work for it ? I added 3m marine 4000 caulking to the same area . Hope it works . Did this fix work for you ?
