Quarter turn ceramic disc cartridges do wear out and the whole cartridge needs to be replaced. Old style tap washers are cheap and easy to replace.

The older style tap was full open after about one turn. The rest of the turning was just the available travel of the mechanism.

I had a similar tap and it leaked.
The top refused to budge.
Had a complete replacement done.
Now after seeing the spray being applied, will give use it in future.

sorry but the new system is lousy, the old one is much better, simply had to change the o ring and ok, why buying a new cartridge

Cartridges are not universal, this doesn't work with all faucets. The wear on the bottom of the flat washer, indicated that the seat was worn or pitted. The seat should have been changed as well as the flat washer, if the leak was from the spout. The biggest mistake with that system, is people tighten the handle down way too much. If everything is new, that much force isn't needed. If the leak was from the handle.then the "O" ring needed replacing. Lubricating the "O" ring with silicone grease, not Vaseline. Vaseline deteriorates rubber.
