To sum up - if you own your own land, you don't really own your own land.

I own a hotel with a forecourt. I needed a garage, but planning permission would've been impossible.
So I had a shed-type timber garage built and mounted it on heavy-duty castors.
Two blokes from the Council arrived one day. They had a look, got back in their van and went away.
My garage is a temporary structure on wheels, so I got away with it.

You've missed the most important fact about Permitted Development agricultural and forestry buildings: that they must be REASONABLY NECESSARY for the purposes of forestry or agriculture. You will need to demonstrate this as part of the 'prior approval' application, and Planners aren't stupid, or they will tell you that you need permission (which WILL be refused). There is also a minimum size limit on the area of land that this applies to (your land needs to be at least 5 hectares - 12.4 acres), and the Planning definition of agricultural use includes the requirement that it is being carried on for the purposes of a trade or business.

Yes, it's easy enough to apply for Planning Permission for a dwelling, but it's also easy enough for the Local Authority to refuse it - WHICH THEY WILL if the land is in an 'unsustainable' location, outside a settlement boundary or within a settlement that isn't large enough to provide the necessary services.

This all seems like valid info, but there alot of discrepancies from area to area. I've known people who've built entire annexes on their land for family to live in, or to rent (with no regard for planning regs) and got away with it (on one occasion the planning officer wore the wrong shoes and didnt want to get them muddy so just approved it, haha..), and other people who have simply stuck a static caravan on their land just to store the thing, but had nosy neighbors complain and subsequently have been forced to remove it from their own land.

I find it really is a mixed bag with UK planning law, but wish anyone the best of luck and just hope they have a reasonable community around them that wont object to them setting up a home on their own land if they are just minding their own business and trying to get by.

Please please please seek advice before following this. Though some good points you cant just get land, work and live off it without planning. I'm on lots of living off grid groups, people have tried and not succeeded. Also where in the uk dose not have the 28day rule? I know this was increased then reduced due to covid.
I know someone that tried moving their shelter around their land ( they spilt it in to 12 parcels) 28 days on each.
He got evicted and now council are making it hard for him to start a land based business due to his previous dishonesty. He wished he just asked the council first, currently he cant live or work off his land and is gutted he followed similar advice to this...
Sorry dont mean to be a kill joy.. but it is not this simple, wish it was

You gotta remember that planning enforcement is a complaint led system... if you know people who have lived on land (owned or otherwise) and gotten away with it then its really because the council hasnt recieved a complaint. In some other cases its down to expediency, resources and how the council wants to spend the 4 years it has to take action.

Also be aware of the 10 year rule, structures that facilitate what the council can argue as an unautorised change of use to the land can be included in the enforcement notice

You can get away with anything, anything at all, till somebody snitches. You see some areas, caravans, (a caravan makes a great cabin, it's fitted out and dry!) shipping containers (and they make great secure sheds for your tools fishing tackle etc) chickens, pigeon lofts, cars everywhere, all sorts of diy built outbuildings. But they will all be down to earth like minded people, try building anything other than a basic BnQ summerhouse in a snobby area and the council will be on your back! It all depends where you live.

There are different rules for planning Permissions in England and Scotland, so generalizing the subject as applying to the UK may be not the best idea. In general Planning rules (as well as Building Standards) in Scotland are stricter than in England.

Might need to change the part about permitted development for an agricultural or forestry building. I thought I ticked all the boxes in the act, but planning found a buried condition that said you had to have an established business, which I was about to commence. They said no, you'll have to keep your equipment exposed in the field until we can see the business evidence. They said to put in a full application at £462, and were likely to find another excuse to prevent me building a small barn.

Or, other option, looking for other countries, other places... I don't know very well UK global mindset, UK "regulations" and laws, but according to my researches, it seems pretty similar to France on this topic. I am pretty sure there are places in the world where it's very less conservative. Just for example, some USA states legalized earthbags.
