In my non-Reformed church environment (independent fundamental Baptist), many many times “hyper-Calvinism” is placed on believers that simply believe basic Calvinism, having no clue what that label means. You are exactly correct.

So being outside of mainstream anything makes one "hyper" this or "hyper" that? Obviously, it's a pejorative term and not a theological perspective.

It is in fact a term of abuse and insult both historically and present day. Really, it depends on who you ask.
