No one built there. No one improved that area FOR A REASON. People moved into Asheville and had no idea why it was unused for so long. Even the city leaders (themselves new to Asheville) poured money into that. Local memories are either dead now, or they were pushed out. Bob Caldwell is sorely missed. He knew Asheville and the mountains like the back of his hand. His advice on local conditions could have helped a lot of people.

Has anything been done been done in the last 50 years to mitigate flooding. Why weren't there any warning systems in place? It's not cheap to live in that area. Where are their taxes going.
