Play say a C7 chord.
C-E-G-Bb (1-3-5-b7) are the chord tones.
You can stay on those all day.
D-F-A (2-4-6) are passing tones from the Mixolydian scale, and quite easy to use.
That’s 7 notes out of the 12 in the chromatic scale.
The final 5 Db-Eb-Gb-Ab-B (b2-b3-b5-b6-7) can all be used as chromatic passing tones, meaning don’t stay on them too long EXCEPT for b3 and b5 which are “Blues notes” and can be made to work longer.
Always resolve b3 UPWARDS to 3, a chord tone, and not the reverse; going from 3 to b3 will sound wrong.
That’s how I use all 12 notes against a Dominant 7th chord in a Blues.
That’s a starting point; other chord qualities require different approaches.
