Bolin definitely surpassed Mako with his lava bending.
Also Toph deserves to be higher. I'm positive she could've clapped Kuvira with ease.

Honestly, Toph is almost an avatar. She created metal bending. Her skills are absolutely insane. She stated herself that she uses bending as an extension of her body, just like what was said about Wan. She's very in touch with her chi and she literally lives in the swamp for spiritual purposes.Toph can genuinely cause as much destruction as the avatar can (out of avatar state) if she wanted to.

Tenzin definitely deserves Boss Level or higher, that’s craziness.
Edit: And where is Ming Hua? She is literally one of the strongest waterbenders I’ve seen on either of the shows? The only thing about the list I agree with is putting Korra as number 1, which is a given anyways.

Seriously, Tenzin is AT LEAST equal to Zaheer. He beated him, and Korra during last fight was weakened by poison. Toph beats everyone but Avatars and Amon. And why here is Bolin, but no Ghazan? He was able to destroy whole mountain with almost no efford. Also, Tarlok should be here, simply because of bloodbending.

Zaheer…as a bender is strong enough but he was a super skilled non-bender before he got airbending. And the red lotus can take on any bender, they’re not just mediocre benders. They’re all top tier

I'd order a couple of these differently, but there's no way I'd move Korra off the top.
