Well actually it mostly depends on the bender themself, azula was a fire bender which was ranked 4, and she was able to defeat many skilled opponents.

I’m still convinced that Fire-Bending requires much more discipline to properly master. Any schmuck can start a fire and let it get out of control or be corrupted by power
