I live in China and have done so for years, and it is 100% true cops will not pull over any car unless it's at a traffic stop. And in that situation they just stand in the street and point. Cops who aren't even chasing or going anywhere drive with their lights on all the time, so being followed by a cop with lights is meaningless to Chinese drivers. At the same time even if the cop/ambulance/fire truck had its siren blasting no one cares! they don't move unless forced to.

as for this instance even though they wouldn't have paid the fine anyway, the cops should have still fined the driver or something, also the woman is lucky that she didn't get shot after getting out of the car and walking towards the cops

One great injustice of the situation is the fact that China makes US drivers get Chinese driving license while, USA does allows Chinese Drivers to freely drive in US soil just with their Chinese License and as you can see here, this can create chaos.

They drive with lights on while patrolling. It is not required to pull over unless they signal you to or have sirens on.

in China, police uses camera to catch violation. Most Chinese tourists don't understand why they cannot reach their pockets when a police officer is approaching.

In the US I need to stop when police car turn their light and siren on? I don't know that. In Hong Kong when police turn on siren it means we need to get out of the way. Or drive normally there is an empty lane for the police car to go ahead...

I'm chinese american, born and lived in the US. But I don't get how they don't understand to pull over.

when you get a license in the US, you obviously need to take the course/test/whatever. They definitely teach you to pull over.

So how is this situation possible? The only reason I can think of is them forgetting the pull over rule
