One of my family members was a Secret service agent on a protection detail (not the president's, but another high ranking official) she told me the more you move your hands the longer it'll take you to reach for you gun if you need too. She told me that she trained with her hand in the same place all the time, and that when on the protection detail, that it's always in the same place unless she needs to do something like close a door. I sent her this video and she admitted that it looked odd because you usually hold in to your jacket to move it out of the way to go for your gun with your free hand, but she did say that is most likely the reason.
