It makes sense that the witches (?) mistook an Istar for Sauron since Sauron and the wizards belong to the same species.

It’s Saruman, he was the first of the wizards to arrive and was “good” for a few thousand years. He started to change when Ratahgas came with Gandalf then when Gandalf got the red he was pissed and went to the east. He met the blues but went to “study” but actually started a following there
