The only law about pedestrians in a street like the one at the start of this video (which was in FL) is that the pedestrian must not obstruct vehicular traffic. Beyond that, there's no laws saying he cannot be in the middle of the street or that he has to walk in a certain direction. Not on a residential street like the one shown. As long as he's staying out of the way of moving vehicles, he's fine.

The clip of the officers threatening force to remove the gentleman from his vehicle is a reason PA v Mimms should be overturned or no longer be case law. The case law to remove a driver from the vehicle is supposed to be for officer safety. Officers take advantage of this. Thurgood Marshall voted against PA v Mimms because he was concerned that these incidents would happen. Clearly we see that these thugs were not concerned for their safety. When the officers asks if the driver will allow them to search the vehicle and were denied, that's when the officer demands him to step out of the vehicle. They should be writing a citation and send him on his way, as to not prolong the traffic stop. It is a violation of 4th amendment to detain someone unnecessarily, if officers unreasonably prolong the traffic stop. And as we find out in the end, we hear the Sergeant say "All we want to do is run the dog around the perimeters of the vehicle, " So, as I said, it wasn't about officer safety. It was to unreasonably prolong a traffic stop.
