I'm really curious about your setup!
It's hard to believe that a phone case alone would allow for wireless connections or any radio signal at that depth underwater.
Are you using a cable tethered to something like a buoy with an antenna? Or maybe some kind of specialized underwater transmitter to an above water receiver? If it is solely the phone case, what kind is it?
